Description:
Esmeralda learns that Claude Frollo responds very well to being rewarded for good behavior.
Takes place after Frollo burns down the Millers' home and Phoebus almost gets killed. Esmeralda decides she needs to take matters into her own hands and put an end to this before anyone gets hurt.
Because I am convinced that if Esmeralda's interaction with Frollo during her Festival dance told us anything, it's that if she played her cards right, she would've had all of the power in this dynamic.
Also it simply makes sense to me that Esmeralda would've turned herself in to stop innocent people from being hurt.
